You will have the rare opportunity to hear Sam Peltzman, nationally recognized authority on business and regulatory economics due to the generous sponsorship of Spectrum Economics, Inc. Dr. Peltzman will discuss recent changes in antitrust policy that have sometimes been attributed to the influence of the " Chicago school".  The spread of Chicago school doctrine in the courts has also elicited a "post-Chicago" reaction among some legal and economic scholars. Dr. Peltzman will review how antitrust policy changed (and did not change) in response to Chicago school analysis, then discuss the post-Chicago reaction & its effects on policy. Finally, he will assess how policy is likely to change, if at all, going forward. Spectrum Economics, Inc. is a firm of business and forensic economists, econometricians and financial analysts specializing in litigation support and business valuation. They provide economic analysis and expert witness services in areas of antitrust and contract damages, utility regulations, business and property valuation, employment discrimination and lost earnings.

About the Speaker: Professor Peltzman's research has focused on issues related to the interface between the public sector and the private economy. His published work includes numerous articles in academic journals. These encompass many issues in the general areas of the Economics of Government Regulation and Industrial Organization, including the regulation of banking, automobile safety and pharmaceutical innovation, the growth of government, the political economy of public education, and the economic analysis of voters and legislators. He is the author or an editor of several books, including Political Participation and Government Regulation and The Deregulation of Network Industries: What's Next.

Professor Peltzman is currently an editor of the Journal of Law and Economics and is the Director Emeritus of the George J. Stigler Center for the Study of the Economy and the State at the University of Chicago . He served as Director of the Stigler Center from 1991-2005. He serves on the editorial boards of several academic journals and on the Council of Academic Advisers of the American Enterprise Institute.

Sam Peltzman is the Ralph and Dorothy Keller Distinguished Service Professor Emeritus of Economics at the Booth School of Business, University of Chicago . He received his Ph.D. in Economics from the University of Chicago in 1965, and he has previously taught at the University of California , Los Angeles . He also served as Senior Staff Economist for the President's Council of Economic Advisers. He has been on the faculty of the University of Chicago 's School of Business since 1973.

Attorneys have experienced bank failures and the impact on their clients and sometimes on their own firms. This seminar will explore the factors and procedures involved, including (i) the mechanics of how a bank is taken into receivership by the FDIC, (ii) the priority of creditor's claims in a bank failure, (iii) the effect of bank failures on depositors, (iv) how a bank failure will generally cause an attorney's legal fees to remain unpaid as an unsecured creditor of the bank, and (v) how an attorney can evaluate whether a client bank is in danger of failing for purposes of seeking a retainer or seeking twice a month or weekly payment of fees.

CLE registration cancellations received at least 24 hours in advance of a CLE event will receive a voucher for the amount paid. The voucher will be dated the date of the cancelled CLE seminar and may be used at any future CLE event prior to the voucher expiration date.

The voucher expiration date will be on (1) year from the date of the cancelled CLE seminar.

A written voucher will be sent to the registrant for his/her records. A copy of the written voucher is maintained in a voucher file at KCMBA.

The dollar value of a voucher may be used toward any CLE seminar with the same registration fee or a CLE seminar with a lesser fee. No credit will be issued for the difference in fees. If a CLE seminar registration fee is higher than the dollar value of a voucher, the difference will be the responsibility of the registrant.

No voucher will be issued for "no shows" or for cancellations received less than 24 hours prior to the start of a CLE seminar.

If a registrant is a "no show" for a CLE seminar where a voucher has been used to pay the registration fee, the voucher is forfeited.

Registration fees will no be refunded.
